Floods from heavy rain have reached waist-high level in some areas of Surigao and Agusan provinces, civil defense officials said Tuesday. Metro Cebu and southern Leyte are also reporting flooding. But no casualties have been reported so far as some communities were pre-emptively evacuated, including the village of Guinsaugon in St. Bernard town in Southern Leyte, which suffered over a thousand dead in 2006 when rains triggered a massive landslide.
